Lynne T. Riley / Georgia Department Of Revenue
State Revenue Commissioner

Lynne Riley was appointed by Governor Nathan Deal to serve as the State Revenue Commissioner in January, 2015. Lynne comes to the Department of Revenue most recently from the Georgia General Assembly, where she served four years in office as the House District 50 (Johns Creek) Representative. She served as one of Governor Deal’s floor leaders in 2014, and as a member of the Ways and Means, Natural Resources and Environment, Retirement and the Metropolitan Atlanta Rapid Transit Oversight committees.lynneriley

Commissioner Riley previously served as the Fulton County Commissioner for District 3 from July 2004 to December 2010. Riley served on the Fulton County Employees Retirement Board and the Fulton County Defined Contribution Retirement Plan Committee. She was a Board Member of the Atlanta/Fulton County Water Resources Commission, and the Chair of the Fulton County Building Authority. In 2008, she was appointed by Governor Perdue to the Georgia Public Defender Supervisory Council for the Atlanta Judicial Circuit. Lynne worked with the North Fulton Legislative Delegation in the creation of the new cities of Sandy Springs, Johns Creek and Milton.

Commissioner Riley has long been involved with an extensive group of community and civic organizations. Riley is a member of the Class of 2005 of the Atlanta Regional Commission’s Regional Leadership Institute and an alumnus of the Coverdell Leadership Institute.  Riley is a Board member of the Johns Creek Economic Development Corporation, and is currently participating in the “Johns Creek Advantage” economic development initiative. Riley also serves on the Board of the Great Promise Partnership in Georgia.

Lynne Riley is a professional accountant and was Principal of Riley Accounting Services for over 30 years. Lynne is married to Mike Riley, Equipment Innovation Manager for The Coca-Cola Company. Rep. Howard Mosby / Georgia House of Representatives

State Representative Howard Mosby (D-Atlanta) represents the 83rd District of the Georgia House of Representatives. Rep. Mosby was first elected to the House of Representatives in 2002. Born on June 20, 1961 in Atlanta, Rep. Mosby is a life-long native and community leader. First attending East Atlanta High School, he continued his education at Georgia State University receiving a Bachelors of Business Administration. It was this education that led Howard to become the Assistant Vice President of the Grady Health System. A board member of the Oakhurst Health Centers and Chairman of the Finance Committee, as well as being a Board Member and Treasurer of the Dekalb NAACP, Rep. Mosby continues to fight for healthcare and rights of all people in the Atlanta Metro region. Rep. Julian Fortuna / Taylor English Duma LLP

Julian A. Fortuna is a member of the Corporate and Business practice group at Taylor English Duma LLP where he practices business and tax law with a focus on domestic and international tax planning for business entities, owners and executives. He also represents clients in tax controversy matters before the Internal Revenue Service (IRS), Georgia Department of Revenue, United States Tax Court, Georgia Tax Tribunal and various other federal, state, local and foreign tax authorities and judicial bodies. With more than 30 years of professional tax experience, Mr. Fortuna is capable of handling all tax matters related to the formation, financing, operation, restructuring, and disposition of a wide variety of business entities.

Prior to entering private practice, Mr. Fortuna was Vice President and General Tax Counsel for InterContinental Hotels Group (IHG) where he was responsible for structuring the domestic and international tax impacts of numerous mergers, acquisitions, dispositions and other corporate transactions, as well as construction projects, leases, exchanges, and other real and personal property transactions. Mr. Fortuna was responsible for state and local tax matters (including property, sales/use and occupancy taxes). He also directed tax research and planning for cross-border financing, captive insurance, and the worldwide use of trade names and other intangible assets. He represented IHG before the IRS and various other tax authorities on audits, appeals, and ruling requests, and pursued tax regulatory and legislative changes for the benefit of IHG with US Treasury and Congressional personnel in Washington, DC.

Prior to joining IHG, Mr. Fortuna spent 11 years in the tax department at Deloitte and Touche where he served a variety of corporate and individual clients, and prior to that he served four years in the US Treasury Department at Office of the Chief Counsel for the IRS where he was responsible for litigation in the United States Tax Court.

He is also Co-founder and Managing Director of Perigee Group, a boutique consultancy firm that provides investment, tax, estate and succession planning for high net worth individuals throughout the United States.

Prior to starting State Tax Credit Exchange in 2004, George was Partner at Arthur Andersen and served as Associate Director of the Arthur Andersen Center for Family Business. He has worked on financial and estate plans for many Forbes 400 individuals and family businesses throughout the United States.

George earned a bachelor’s degree in economics from Davidson College, a master’s degree in Accounting and Tax and a Juris Doctorate from the University of Georgia. Douglas J. MacGinnitie was appointed by Governor Nathan Deal to serve as Georgia’s State Revenue Commissioner on January 18, 2011.

Professionally, Doug was an executive in the insurance brokerage industry. He co-founded and served as COO of Beecher Carlson and was a senior executive at Hobbs Group.

Prior to that he worked as a corporate attorney at both Alston & Bird and Georgia-Pacific Corporation.

Doug grew up in Dunwoody, Georgia. He is a Magna Cum Laude graduate of Dartmouth College, where he was also voted the Ivy League Soccer Player of the Year. Doug received his J.D. from Emory School of Law, where he was Woodruff Fellow.

Doug is a former member of the Sandy Springs City Council. Doug serves on a number of governmental and non-profit boards, including the Truancy Intervention Project, a non-profit based in Atlanta, and St. Martin’s Episcopal School.
